Disregarding that PRR eye candy on the right, the purpose of this view was to demonstrate how the Santa Fe engines were accomodated on the turntable. They were so lengthy (123'+) special extenders needed to be built onto the railhead of the turntable in order for them to fit. That meant the tender couldn't be loaded with oil or water.
