Since the Amfleet consist was hogging three F59PHI's and several more were in maintenance or occupied with active revenue service, Amtrak didn't have enough F59PHI locomotives in working condition to run the usual ten Pacific Surfliner consists a day. As a result, this P32-8BWH was pushed into service. This unit only served for one day as a Surfliner F59PHI, the AMTK 463, was made available for revenue service by the following day and replaced this unit.
