The Conrail Cement Secondary local proceeds through the railroad location known as Steuben, between Bethlehem and Bath. The Cement Secondary was originally portions of the Lehigh and New England Railroad’s Bethlehem and Martin’s Creek branches, which the CNJ operated as the eastern portion of the Lehigh and New England Railway after the L&NERR was abandoned in 1961. After the cash-strapped Jersey Central got permission to cease operation of the L&NERy in 1975, the Railway was operated by the Lehigh Valley, with RS11’s being the predominant power. For several years after the formation of Conrail, ex-LV RS11’s continued to be the locomotives of choice as shown here very late on a December 1978 day.
