New Orleans is Underwater A frustrated trolley passenger has resorted to foot travel down the rails after moisture from the developing tropical storm Barry dumped 7 inches of rain to downtown streets within 2 hours this morning. Many vehicles became disabled as rain, wind, and water spouts enveloped the busy morning rush. Freeways came to a stand still and all trolley service was suspended as vehicles resorted to the median as means of high ground from the flooding. The state of Louisiana has declared a state of emergency as Barry is expected to become a hurricane Friday morning, where the Mississippi river is expected to crest 19 feet. Amtrak's Sunset Limited service between San Antonio and New Orleans will be suspended in preparation for the hurricane's landfall.
