53 Years Old And Still Moving America. When the Railpax (telegraphers code name for "railroad passenger") legislation passed creating Amtrak on May 1, 1971, it was a prevalent belief that long distance passenger rail would very quietly go away into that goodnight. Equipment was old and out date, rails themselves were in poor condition, and airplanes were dominating the travel market. An amazing thing happened when subsequently there was investment in infrastructure and equipment - people came back to the railroads. Eventually, a new generation of rolling stock including F40s, AmFleets, and Superliners would arrive to upgrade the fleet and service was restored on a number of shuttered routes.
