CPR's premier steam excursion locomotive, "The Empress," is highballing eastbound to Winona, Minn., doubleheading with Milwaukee Road 261. The pretty ladies pulled 15 CP and MILW passenger cars from Minneapolis to La Crosse, Wis., and back.
