Part of the agreement with the US Surface Transportation Board to allow the UP and SP to merge was for a second carrier to provide competition between Denver, CO and Stockton, CA and the BNSF agreed to do just that. BNSF's efforts to compete in the intermodal market between Denver and Salt Lake City was short lived.
