It looks like the crew member is about to flag his train across Main Street, but he is actually walking ahead to throw a switch and send his train down the branch to Forest City. Once his train has cleared the main, a sb coal train will proceed. Once the coal train has passed, this crew will back their 100+ cars back on to the mainline, then continue to Bostic, just a couple miles away and, apparently, completely full.
