RJ Corman's Raleigh & Fayetteville Railroad (RFCC) operates former Norfolk Southern trackage between those two cities. One of the signature shots is the street running in Fayetteville, NC. From the looks of the photo, you'd think this train is doing about 60 mph the way it is kicking up the dust, but it's actually doing the 10 mph or less you'd expect when a train runs down a city street.
One of the main commodities the RFCC (and NS before it) hauls through this stretch is limestone traffic for interchange to the Aberdeen & Rockfish RR. Over the years, limestone dust has packed the flangeways and on a hot dry day such as this, a huge cloud of dust will build as the train makes its way down the street. For a clearer scene, I'd suggest waiting for wetter weather to calm the dust.
