Looks to me like it is lit. Notice the red (bottom) lens looks a slight bit brighter than the other two.

As the train was approaching, I leaned toward the signal to triple check my eyesight, and it was black as can be. I think you are seeing the sunlight reflecting off of the lens. -And yes, that is the "Great Pumkin" second in line. It seems to be a regular around here.

Sometimes the circuit is a little longer on the other side, and will not light up the signal right away, which CTC is absolute. Saves energy for larger systems.
