While im sure the GP 38 is former Conrail the blue debris horn covers are a standard color. The railroads that use these debrise covers don't get to specify a color. They are all blue unless painted over by the RR.

Just an observation. Apparently this was not a former Conrail unit anyway. It's a lease unit previously numbered 4141.
