Where might this train be heading, and what are the reporting marks on the cars?

Unsure of final destination but the reporting marks were IPXX in the 500xxx series.

Train goes to Clover Va (Dominion Virginia power & ODEC).
Cars should be ICXX 500141-500308 series.
