Historic and very interesting photo. The things suspended between the posts and hanging down, what are they for? My only thought is something to do with steam loco exhaust.

The suspended wires are telltales. Back in the days when freight trains were hand-braked, brakemen rode on top of the cars. Near low-clearance situations like tunnels or overpasses, telltales were installed. A brakeman could be unaware of the train approaching a low clearance, but when he felt the wires bumping against him, he knew that he had to duck.
