Actually it is probably already in service. Both of those left-side tracks are used by LRVs, with some switching to a stub track and terminating, and others continuing through TCC and entering the waterfront trackage. From my experience, there seems to be little rhyme or reason to which of the left-hand tracks an LRV might pick.
