That's a very large driver tire, it's support structure is used rail, and the length of chain keeps the tire from swinging and smashing anything or anyone that gets between it and the structure. Many years ago I attended a summer camp that had one of these with a small section cut out at the bottom. There was a small sledge hammer chained to the support structure, which was used to beat on the tire as a call to meals. It worked all too well !

The structure in the picture is a fire gong. Before the use of sirens use by today's volunteer fire departments, they were used by striking the round ring with a large hammer or object to sound the alarm for a fire. Most of the rings had a piece of the ring cut out across the bottom of the ring. Though this particular ring may be made from a wheel flange, most were simple round rings of steel. I learned of this through past experience in the fire service. Please correct me if I am wrong.
