I would suppose it was to add power at low speeds, utilizing the GP7's prime mover.

The point of any slug is to increase tractive effort without increasing horsepower. You're essentially increasing the amount you can pull, without having to maintain another prime mover.
Regardless, nice shot! And I think we all think that about motive power at points in our life. I'm sure we'll say that about Dash 9s in orange someday. :-)
