I believe you have the location wrong in the above photo. Tusculum Street (as seen in the photo) intersects with 6th street, not 4th, and the old trolley route 50 did traverse on 6th in north Philly before moving over to 4th street.
I lived on 4th Street near Spring Garden St. when this was an active trolley line. I remember the rumble as these cars rolled by.

Looks like one of the streets "Rocky" ran on.
