These ex-Military units were built with only the upper hood side hand railings. After the OSHA regulations came out, the center frame edge hand railings were applied between the cab and front corner railings. Unit 3238 has welded on railings, while the other unit has removable "Lift Out" railings which include the OSHA required "Toe Boards". While it is very strange to see this standard applied to locomotives, the Military does have Safety Officers who apply the standards as they see fit. When one considers that locomotive walkways may become slippery with oil or snow and ice, and there is a side to side movement when traveling through switches. This retro fit does make sense. The unit with the "Toe Boards" is the better design of the two applications. First because it includes the "Toe Boards" and second because the railings can be easily removed in the shops for repair work.
