What's with the extra light below the normal head lights?

And what's with all the weeds? Have they stopped maintaining the track as well?

The tracks are grown over because they had to cut the MoW budget in order to pay for the extra headlight. Seriously though, the 3rd headlight -which will be added on all modded units from CAD in Montreal- will give better visibility so they won't hit various objects such as moose, elk, geo metros and small dogs named Fifi.
