It looks to be the same design as the MILW light SD9's (thiner frame, smaller fuel tank), that might explain it's lack of guts.

I really enjoy your photo, espiecally the Upper Peninsula stuff. When I was a Hostler for the Milwaukee Road in the 60's the 2381 was assigned to train 233/234 that ran from N Fondulac to Milwaukee and return. Us Milwaukee guys always wereso impressed at the condition of the SOO LINE locos both inside and out. Normally the SD9 ran alone so it would come up from the yard to be turned. Later on as business started to blossom it usually ran with a covered wagon or a GP9. Eventually it was no longer on the Milwaukee run and I always wondered what happened to their one and only SD9 with the "slime green" cab interior....Milwaukee's had all been painted gray.
