I am under the impression this train is heading towards Bull Run, or is on a reverse move of some sort.. The yard begins out of frame to the north..

This is headed away from Bull Run. The tracks in the back ground are the north end of the receiving yard. The south end of the class yard starts just out of frame in front of the power.
