Looks like they use it for load testing maybe? EMD could have pieced it together with parts they had laying around.

Looks like either a G8 or G12
|
If you look closely you'll notice that the front end also has 3 axles under it.
It's definitely a G8/12. It could have been one that Canadian National had.
