Since New York Central E-units were numbered traditionally in the 4000-series, and generally retained their original numbers with the Penn Central merger, the number 4321 indicates that this was one reassigned to the ex-Pennsy New York & Long Branch commuter line in New Jersey. Those NYC E8 units transferred, were equipped with PRR cab signals at that time, which accounts for the renumbering among the ex-PRR E8 group.
