Can anyone provide some insight into why this loco has two sets of ditchlights?

Technically, it has one set of ditch lights (the cross-eyed pair) and one set of crossing or auxiliary lights (the ones on the deck. If they flash, they are crossing lights. If they do not flash, they are auxiliary lights). The ditch lights are very useful for seeing around curves and, unsurprisingly, into the ditches along the tracks. Only one set of lights is required, but BC Rail units have both sets.
