I wouldn't have thought of what Peter said about the cloudy light, gotta say he sounds exactly right on that call. And echoing what Eugene said, if this ain't one for a model scene, what is.

Looking at the map, it looks like there are also several switchbacks to get up the river canyon. The photographer's coordinates, -11.730771,-76.265903 on google maps. It is near the jct of route 22 and 120. An amazing view, thanks for sharing.
