Canadian Pacific had the only four-axle C-Liners equipped with steam generators, and were most likely considered dual-purpose locomotives. All other passenger models in that F-M/CLC line, of 1600, 2000 and 2400 h.p., were intended to use the B-A1A arrangement. Canadian National was the only other road to roster 1600 h.p. C-Liner passenger units, but came equipped with the as-intended five axles.

...and two of the CP units were built as demonstrators. Though, let's not forget, the CN units included five axle B units.
