This is of course an ex-Canadian Pacific FP7, as CN only had FP9s. But the extra underfloor water tank (just behind the front truck,) a grill with no horizontal separations (only ONR also had those,) are spotting features. However, this one seems to have lost its dynamic brake, since no fan is visible, and it received a standard-height winterization hatch in place of its original double-height version. By the way, all of CPs GMD F-type cab units were of he elongated FP-models.
