I agree with what Gary said. They should be happy with Tier III, this is a nightmare for the builders.

Looks like an air-to-air after-cooler and a different turbo setup. Just surprised this thing does not have common rail.

From the limited visibility, and the plumbing, it looks like EMD added a EGR (Exhaust Gas Recirculation) system along with a EGR cooler. The Intercooler box looks a little different too, can't see enough of the turbo to see if that’s different. The rear exhaust hints at some form of aftertreetment, maybe a DPF considering the flame damage. From the limited visibility, and the plumbing, it looks like EMD added a EGR system along with a EGR cooler. The red hose that goes to the top of the can towards the front of the box is likely the coolant supply to the EGR cooler, the silver piping that goes down under the front of the box and over top of the intercooler is likely where the EGR system ties into the intake. The intercooler is the H shaped box in the third body opening on the right of the photo. The rear exhaust hints at some form of after-treatment, maybe a DPF (Diesel Particulate Filter) considering the flame damage and the hose that goes from the fuel tank up to the front of the box. The intercooler externally looks the same as previous models, and not enough of the turbo is visible to see if anything has changed there. The insulated tank siting on the outside is intresting, it could hint at the addition of a SCR (Selective Catalyst Reduction). SCRs are the device that injects urea (ad-blue) into the exhaust stream to lower NOx emissions.
