What is the problem regarding the sand hopper, and why the speed restriction? Without the restriction, what would the train be doing, approx.?

Andrew, some of the older empty sand hoppers are restricted to 40MPH. Not terribly sure why, but its only the empties.
The train was a "key train", with 20 or more loads of propane, therefore making it a 50MPH train (and 10MPH in all sidings).
