Very interesting view of modern day working steam. It is mind-blowing to know it still exists in 2012. Also I like the modern coal dock. But I give up. What on earth is the guy doing watering the dirt?

If I had to guess, he is merely cleaning out/rinsing out the dish. It's what we used to do growing up, when running water was scarce.
