Why the truck tyres lying about?

Those truck tires had several important uses. First they could be inserted between the slings and rigging when needed, to prevent damaging the lifted piece of equipment. The tires could also be placed on the rail in pairs when the crawler tractors needed to climb over the track, to prevent damaging the rails. Please note that there are no rubber blocks mounted to the crawler treads. Sometime after the 1983 date of this photo, the operators of these side boom tractors noticed that Army Tanks were being operated on city streets with out causing damage, when equipped with a block of hard rubber attached to each segment of the linked crawler treads. More modern photos of R.J. Corman, Hultcher, etc. will show these rubber block equipped treads.
