Amtrak F40PH 316 was sold to the Virginia Railroad Express and was renumbered to V36 in 2003.

That is partly correct. The 316 was owned by Amtrak until 2006 when it was sold to a leasing company who leased it to VRE. I don't think this was one the VRE outright owned.
