The tower in the background is NYC SS-65, which controlled the crossings just east of the International bridges at Suspension Bridge. To the right is NYC to downtown Niagara Falls. Out of view, are the leads to the Michigan Central arch bridge. To the left are the Central's "Hojack" line (former Rome Watertown & Odgensburg) to Oswego along the South shore of Lake Ontario. Just beyond that is the Lehigh Valley yard at Suspension Bridge. The signal governs moves over the New York Central's trackage off the Whirlpool Rapids bridge, half owned by Canadian National and the Niagara Falls Bridge Commission (operator of the lower deck for road traffic).
