We see "mixed gauge train" on this photo. Locomotives and first, VIA, railway car have 1600 mm gauge bogies, the rest of train is 1000 mm gauge grain hoppers. There is video of such process on youtube - https://www.youtube.com/watch?v=bHaShbWFOdQ
