If the description for this photo is true that the police officer parked the vehicle on the tracks in front of the median (visible between the front truck of the locomotive and cruiser), Than this officer needs to go through an Operation Lifesaver course about what happens to cars on tracks. He should have known better than to park on the tracks. Some people..(smh)!
