Empties up front - ugh! Who taught Eastern RRs (CSX and NS, I'm talking to you) to make up trains?! Just think about what a little slack run-in might do to that string of empty wells right behind the power, especially given the penchant for pushing use of dynamic braking rather than stretch braking these days!
