Can't they afford a proper shunting locomotive? What's the net stage, putting rubber tyres on trains and trying to drive them down the motorway?

For the purpose of the Villeneuve works, this is just the right vehicle. It can leave or enter the tracks everywhere and is extremely flexibel and powerful.
