Looks to be an inspection vehicle with a home built cab.

CP in this case stands for Camas Prairie Railroad, a formerly independent shortline in North Idaho out of Lewiston that later came under control of WATCO. They had a number of home built motorcars for track work and inspection and this is one of them. Sad to see it so far from home and in such bad shape.
