I believe the reason the controls are different to you is because that is an Ex- Southern Pacific SD70M. It was an early order of only 25 units. Now in the UP roster 3974-3999. Those units are almost 10 years older then the UP SD70Ms. I bet that's why the controls are different. BTW Have you seen the cab controls inside the Phase II cabs? Hope this helps!
