These are actually former IDAHO Northern & Pacific geeps. Idaho is the Mountainous potato state in the Northwest, Iowa is the corn covered state in the Midwest.

In August of 2015, 49 empty boxcars were removed from the dormant line by GATX in preparation for reconstruction efforts. By all accounts, the plan is to rebuild the line, with most of the sand having been removed from key problem areas on the line, as well as having run a track geometry truck over it to check for any faults.

These locomotives appear to be lettered for the Idaho Northern & Pacific Railroad. Fortunately, Mark, the rust may take a bit longer due to the desert climate & dry conditions.
