Looks like it might have been built from an Alco C415.

Those are Tractive Effort Booster Units TEBU's rebuilt from U25B's. In addition to providing traction and dynamic braking they could also pass fuel to their adjacent powered locomotives. SP used these along with rebuilt GP 35's predominantly in Arizona for the heavy trains handling cooper ores, anodes and sulphuric acid.
