That sure looks a lot like Shops Yard in N. Fond du Lac, WI, except the the building on either side of the tower is not two story and there are no mountains.

I think that train is coming up the Inside gateway out of Bieber,California where it met up with the Western Pacific Railroad where they switched RR crews. Great Northern Railways entry into California and the bay area and points east to SLC on the WP were secured. Western Pacific built 112 miles N from Keddie, in the Feather River Canyon and the Great Northern laid rail through the forest and tough volcanic lava rock 91 miles S from K-Falls. This route was constructed between Aug 16,1930 and Nov 10 1931 and people from all over attended the Golden Spike ceremony in Bieber,California. Thanks Steve nice photo. owl.
