These RSC14s weren't converted to six wheel trucks for dockyard switching, but for use on CN's light rail branchlines in the Maritimes, particularly on PEI, down NS's South Shore, and in northern NB. They only ended up in the Halifax dockyards after those light rail branchlines were abandoned.
