Very likely the tanks just left the place of manufacture, and would not contain anything...

Living in Japan, I could write a book about why they don't have vehicle/train collisions, for example drivers there have to stop at R.R. crossings (like a 4 way stop) even when the gates are up, crossings are treated as a full stop, but the biggest reason, crossing gates are placed at all four corners of the road, or the gates are long enough to stretch all across the road.
