What is the fuel, cut neatly into blocks?

They are coal "briquettes", or bricks in English. They are kind of large size pellets made of compressed coal dust or coal "breaks".

The blocks of coal in the bunker are 'briquettes' - made of compressed coal dust and quite commonly used on French and Swiss steam locomotives. Note the piles of briquettes in the background of my previous photo id http://www.railpictures.net/photo/637899 with a whitewashed line to detect if any are stolen!
