This looks like the slug set SE2 that was based in Tacoma to help trains up the 3.6% grade up McKinley Gulch (named so by locals due to its proximity to McKinley Ave.). Must have been making its way slowly back to the West. There were 2 sets of these ABA slug sets in Tacoma used on the hill.
