"Another" railfan site pegs it as an ex-Burlington unit, which sounds right as the Santa Fe rebuilt their GP30s "in kind" (and "in house") to dash-2 spec (and upgraded them to 2500 hp), designating them as "GP30u" ("u" for "upgraded") while BN farmed out rebuilds, in this case to EMD (what the "E" stands for; others were done by Morrison-Knudsen (GP39M") and VMV ("GP39V")) with modified power assemblies and rated at 2300 hp (the reason for the "GP39" designation, as 2300 hp was what a "stock" GP39/GP39-2 put out).
Looks like the only thing missing from the roof of that GP30 rebuild is a tower festooned with cellular antennas!
