This car more than likely wouldn't be in a consist heavy enough that required helpers. The reason that it has no air brakes is because the brake pads wear down with use and theoretically change the weight of the car.

Interesting photo, (at least to me) Dick and Bullet69's explanation,. I really enjoy seeing and reading information on things like this on RailPictures.net. Plenty of scenic pictures on here and one like this is worth a lot to me.
