I don't blame G&W. If the government is going to "demand/require" grade crossing "improvements," let them pay for it. Maybe it's different in Canada, but isn't it a matter of the road crossing the railroad's PRIVATE property, i.e., their "right of way?" How about the railroad just closes all the crossings, and let the government build bridges over the railroad to reach the other side?
