The switcher looks like it is a former Canadian National Railway GMD SW1200RS.
The raised radiator, the exhaust stack spark arrestors (Unique to CN in mass), the number board housing at both ends, the angled class lights on the cab corners, the angular fuel tank and the flexicoil switcher trucks.
It is hard to see the locomotive number, but if the unit has retained its CN number, it should be in the 1200s or 1300s.
According to the Canadian Trackside Guide (the 2014 edition that I was looking at), CN rebuilt about 18 SW1200RS locomotives into SW1200RMs in 1987, which were numbered into the 7300s.
